In my experience, that criticism is often given to any director that doesn't have either a signature shot, or an obsession over a cinematic technique that can easily be condensed into a YouTube supercut.
If you like the films in the first half of Nolan's career, then it's definitely worth watching. I think I like it more than Insomnia, Batman Begins, and even Memento (though that could be because I went in with zero expectations.) It's a little rough production-wise, but I think that roughness adds to the atmosphere.…

His choices are as legitimate as any other "mistake" deliberately deployed for artistic effect, like lens flares and film grain.
