The character spoke, he/she just wasn't voiced. And voice acting has absolutely nothing to do with writing quality. I don't think they played it safe. It was a Matrix movie that took place almost entirely outside of the Matrix. Unfortunately, it also focused on the most boring part of the trilogy: everything outside of the Matrix.
