Gotham is not part of the Arrowverse, from what I can tell, but I'm assuming the characters on Gotham won't be showing up in the Arrowverse.

I do not think Earth 38 (where Cisco said Supergirl is) was affected. We also know that Earth 2 was not affected, because Harry & Jesse remembered the same time-line as Barry (and the audience) so I see no reason why Earth 38 would have been.

They also showed Barry and Cisco going to get Kara, and we re-saw the ending scene from Supergirl, so I don't know that they even needed to appear in last night's episode at all.
