I agree fully and I would assume that he is looking at it exclusively from a story point (in which case I guess Constantine, Swamp Thing, and From Hell are in the clear) and if it is reusing his explicit mechanics without a new voice entirely erasing his he turns into the Incredible Grump.

Moore is making a difference between reinterpretation and adaptation though. He has argued he has never adapted anything before.

Yeah, it's not like we are seeing adaptations of Prometheus or other properties which I believe are owned by Moore. For the majority of his career he's worked for DC or its subsidiaries.

I legit think it is a great film actually; my favorite of the series. It's a great turn against the first film to show its humourous emptiness in its concerns for religions. It's also absolutely crazy with it being clear Boorman was on acid the entire time.
