It can be two things.

Pearl had already been part of the rebellion for hundreds of years before Pink Diamond was shattered - the events seen in "The Answer" happened while Pink was still alive.

That seems in-character for Bird Mom.

The gems have a flawless method of taking prisoners that, unlike taking prisoners for humans, is actually easier than shattering. It is ethically consistent to see using lethal force as harder to justify if nonlethal force is as effective and easier.
