John Waters did a great job but the fact that his character was (for lack of a better term) the "straight man" kind of limited how funny he could be. Stewart's performance seemed a little flat to me (he's much better in other comedies). I will agree with you that Brooks as Hank Scorpio might be better though.
Of all the British comedy actors out there Serafanowicz is the one who seems the most suited to American comedy. His appearances on Rick and Morty, Guardians of the Galaxy, Parks and Rec, and now the Tick all make him seem about 20% goofier than any other UK actor.
