That is a gigantic story, like the scope of War & Peace, what you are describing. The narration is told in first person, so that wouldn't be feasible.

You're absolutely right. It's a first person, almost omnipotent point of view, told by a character that is hardly in any of the action. It doesn't make sense.

I have less than 100 pages until the end. It's incredibly poorly written. Katniss narrates things that have happened, rather than actually observe and narrate events as they happen. It's tell and not show, and it should be the other way around.
