I hope not. I can see Oliver benevolently granting Slade his freedom in exchange for his help, meaning he's available to come back in a couple seasons for Revenge Tour 2.0. Maybe he can get a whole evil band together, with Barrowman showing up to sing during an "epic" Sweeps Week episode.
Hopefully being without the narrative constraints of the flashbacks will bring new inspiration to the show. Little bits and pieces heard from Marc Guggenheim indicate season 6 will be about "rebuilding Oliver's legacy," and now flashbacks will only be used as an effective narrative tool, and only when necessary.
