It really adds to the sense of disappointment with this mini-series, to be honest. It was good and fun, but in the end what was it about? Yeah, Karen crushed hard on Matt pretty early on. Foggy, in turn, crushed on Karen, and she didn't realize that until the lady pointed out that he looked in love. She didn't take it well at all, so I don't see any romance there.

Karen is a complex character and a wonderful person, to be honest, so I'm not surprised he likes her.

I wouldn't know, failed characterization to me is when a character is intended to be a certain way but goes in another direction in spite of the writers' intentions. Yeah, sad thing about IF is its best episodes were its last three but not everyone stuck around long enough to watch them.
