While only a couple of New York City schools specifically ban leggings, a lot of them have dress codes which prohibit short shorts, bare midriffs, tube tops, muscle shirts, baggy pants, exposed underwear, gang wear and tees with certain messages because they're distractions.

This sounds like a standard dress code to me, not unlike those used by NYC Schools.
