This is absolutely false. If anything, prosecutors are likely to monumentally overcharge at this early stage of the game for the sake of gaining bargaining position. They can always amend the charges down to conform to what evidence they (don’t) have at trial.

Here in Nevada, there are municipal/city courts (roughly, traffic tickets, jaywalking violations, etc.), then “Justice” courts (misdemeanors/small claims on the civil side), then “District” courts (felonies/high $ civil claims), then a COA and a SC. JP’s sit in Justice Court.
