Picard's my favorite too. I've read that when he was hired people scoffed at the idea of a bald guy captaining a 24th century ship("We won't have a cure for baldness?"). I actually thought it made him look more futuristic, like the next stage in human evolution or something.

I'm guessing it means that Jon trusts Noah to do the show on his own(he probably had a lot to do with Noah getting the show in the first place) and doesn't think Noah needs the distraction of him coming back. Stephen's been around much longer, so there's no real danger of Jon overshadowing him like with a relative
