Your probably referring to the M12 which the block is based on the M10.  M10 was used from the early 60s all the way to mid 80s in all sorts of BMWs like the 2002 and the E21.

As far as the chinese tires go, have you recently tried to find 13" tires. They are damn near impossible to find now unless you want cheap chinese or expensive Toyo RA-1's or R-888's
