In Wisconsin, my home state, you don't have to pay anyone but the DMV to get a license. Is it seriously that hard to take a Saturday, pay about $60 which also renews your drivers license, and then ride fully legal? I just don't understand the reasoning not to.

The EPA test is horrible for manual transmissions. It specifies shift points, and vehicle speed, if you know your car, and know when to short shift and cruise in a much higher gear, you can beat the EPA estimates.
