Not to mention its not necessarily a bad thing. Plenty of Chinese people need jobs and work. In some places 2$ an hour is considered great pay.
Furthermore, most people with degrees and skills wont work in a factory for 10$/Hr. Some make more than that on unemployment.

VS2012 is not a legacy application. Windows is not moving entirely over to ARM. VS2012 is new for Windows 8. I honestly can't see VS2014 running on WinRT/ARM. But I guess time will tell.

No, It is Windows RT. Not Windows 8. Windows RT is limited to Metro only apps, and even some of those are limited based on other criteria. Its not like on this 500$ tablet you can load up VS 2012 and do some work. You can't.
iPad is definitely used for work in many places. The difference is there are many apps for the iPad and few for Windows RT/Metro. While I can certainly see the app's being released for Windows RT blowing up.. I still think it's a far cry from being productive.
