Agreed, there are less than approved of apps that can be used to fill in content provider gaps (seriously, networks and studios, I will GLADLY play for this stuff if you would let me) that do not have cast support. In that case I just mirror my tablet/phone through Chromecast and problem is solved.
You’re creating a wifi hotspot, not a network. For this to work, you would need to have an amp converter, have a wireless router attached to it, wait for it to bootup every time you started the car, then hook up the phone and Chromecast to it.

Possible, but I think you would need to use a laptop/desktop and Chrome browser to achieve the split and even then I’m not sure how you would work out the CCAudio aspect of it.
