But this situation has never actually happened before, so its hard to criticize the stewards for being inconsistent, especially since the regulations don’t actually require a disqualification.

The opposite is true now, there is little incentive for anyone to enter the sport. The only way for a new team to be competitive is to spend an exorbitant amount of money, and even then the economics probably wont work and the chance of success is pretty low.
