Negative. The PTO can’t be engaged while the truck is driving, no hydraulic pressure can be built. That only happens in Mel Gibson movies.
An operable “body up” alarm is required on all applicable equipment to pass an annual DOT inspection. They can be a bitch to keep working so some companies disconnect them, do their own inspections ... See where this is going? Beyond that, DOT has no meaning outside the states.
