Well I suppose our random attempts may manage it someday but I can't help but think it would be expedited by an understanding of intelligence. And our attempts so far have fallen so far short that I doubt we'll manage it without one. But we can live in hope, I guess.
I doubt we'll have "strong" AI until we understand what consciousness is. But I do think it's possible even though we don't. I don't see how materialism can be reconciled with the impossibility of strong AI and I see a large/overwhelming body of evidence in favour of materialism.
