I mean, it’s possible others in the executive branch wind him up and let him go when they need a distraction, but I doubt Trump is capable of this level of calculation. Anyone else (literally, anyone else in the world) maybe, but not him.

Of course it is. He has to know, even if it’s just on an unconscious level, that any success he’s ever had is do only to luck of birth. He knows that he is deeply inadequate and because of this he has the deep need to self-aggrandize and lash out at anyone he perceives as threatening.
