I can only speak for Canine Companions for Independence but when thier dogs are working they wear a blue vest that says they are working. My friend is wheelchair bound and she has had a black lab through them for years.

My friend who has been in a wheelchair her whole life has a service dog through Canine Companions for Independence and she can see what someone has gotten a service dog that didn't get the proper training. It really annoys her.

My point is that MS has solid red states around it, NH is the only red state in it's region.
