The current light value modifier sometimes works. I would say 75% of everything I decrypt is significantly lower than what I have equipped. As an example: all my weapons I have equipped are 296 or higher, yet most everything I decrypt is around 265. Weird.

Hmm, I haven’t run into this problem at all. I got Suros Regime, Monte Carlo, 4th Horseman, Invective, Thunderlord and Don’t Touch Me from exotic drops and no duplicates. The only problem I’ve noticed is that I’m not seeing many Year 2 Exotics.
