I think you’re conflating knowing how to do something and the utility of making a concrete plan for a future time in which conditions are likely to have significantly changed. What are you proposing - that they had designed something back in the 90s, and then just like .. stuck it in a closet until today?

The infrastructure is just severely outdated. On top of that. After being up there for 32 years when it retires, the outside of the hull has been worn down because of micrometeorites and just space dust in general. So structurally it isn’t 100% anymore either.
