My understanding is that the Clippers management have been following the Raptors around for a while. Making their presence known, etc. I feel like this fine is more of an acknowledgment of the cumulative effect of all of that.

I hear you, but I would also actually like to hear the other side of this argument. I hate it when people boil down large, complex, nuanced topics like this and say someone is doing something “because reasons”.
