I clarified my answer to another commenter, but this is correct. I meant FIFA doesn’t want direct competition with the World Cup.
I should clarify: when it started, it was not an event FIFA originated, and they didn’t want it to take away from the World Cup, so they put in the rules to make sure it was not in direct competition.
It’s also because it’s an event that FIFA doesn’t control.

This is a good point, which is why it’s good the Canadian coverage is on 4 or 5 channels across three separate networks (CBC cut a deal with our two sports networks to carry the games as well, I think).
We sometimes have 5 channels carrying the games, plus online streaming. They don’t show all ceremonies, but a good number, and the important ones (Canucks, Phelps, Mo Farrah, that sort of thing) get live coverage.
