Every time I read a story like this, it feels malicious. Like some one deliberately added the charge out of boredom or something. 

When you have lap times / splits / etc all using the decimal seconds of difference between each person in a race, why would you change it so that the top 2 rows of the table use inches or feet instead of just a really precise number of seconds which is directly comparable to the other rows? Sure, the time doesn’t tell…

Excellent point, starting position would be a more meaningful tie breaker if you really needed one. At least in that case it would be “you both completed X laps, but one driver had to drive a few extra car length before their lap 1 began”
