This does seem ripe for abuse. There’s already a wave of police just taking money and valuables as civil forfeiture.

It won’t end up punishing the people it intends to punish. Imagine your enthusiast charger or Camaro is stolen from you, and used in “racing”. Imagine pleading with bureaucracy not to crush your car because they want to be "tough on crime", instead of getting it back.  

Not to mention that half of the cars at sideshows are stolen anyway.
