Those block off plates are removable for "track use". The designed intention is to protect the cooling elements on the street while being a place holder for the would-be fog lights, then open them up for the track for added cooling.
Just don't park on the street in Santa Monica and you'll be ok most of the time. As long as you can afford the occasional ticket, leave it off.
Every track day I've done, there's some asshat like this with a ton o' horsepower and no ability. You spend half the track up his ass while he hogs the line, then on the straights he takes off. This is the prime example of what not to do on a track day.
