Is this in response to something? It's a completely acceptable way of explaining the time dilation of the video. 90% of videos on YouTube are 30fps (some are 24, 25, or 60fps...but not many) so do the math. 1000fps down to 30fps means it's been stretched to approximately 1/30 of its original speed.
