SMCRA requires all mining post-law (1977) to reclaim the site. Of course, what counts as reclamation is left vague. In general, they restore to pre-mining contours and establish grass on the site, with maybe some seedlings. There’s not a need for a new program, just amend what’s required for reclamation of the site.…
