The traits are inheritable. Each of cyclops's brothers have energy manipulation, Cable inherits psionic and energy manipulation powers from Jean Grey and Cyclops, Legion has psionic powers, and there are other examples as well.
Mutants are viewed as a new species rather than being part of humanity, whereas other characters are still human. So the fear is that mutants are going to replace humans, which the other characters don't have. It's not totally consistent, though, since Asgardians (and similar) were retconned as alien species.
