Take the plate off when you sell a car. A new buyer of your used car is allowed to drive the car home, and/or then to DMV, with no plate.

Nah.  States are allowed to set sentencing minimums.  Dude turned down the plea deal that was offered to him.  After his direct negligence caused this crazy amount of suffering and damage, he rolled the dice on the charges.  His fault, his gamble.

Simple. Don’t travel. Live somewhat nearby to your family, and take a short drive across town if needed. If the distant folks want to fly in, or roadtrip across half the country, good for them.
