In theory you could design shipping containers that could function that way, but then you’d probably lose about 10% of your capacity on container ships due to the extra weight, and probably another 5% because the containers would have to grow vertically (or reduce interior volume).

In fairness to the protestors, I believe Canada implemented the requirement first, so when the protest was initially conceived it wasn’t necessarily futile. It was made futile, though, before the convoy started.
