Another factor is the lack of urgency; I’m pretty sure that if the Cold war had not ended, F-22, Typhoon and Rafale would’ve entered service by the late 90s, and the Russians would probably turn MiG 1.44 into something useful. Just look at the B-2.

And ho much would it cost you to buy and install new parts in an old Mustang chassis, and how much would it cost to buy a brand new Mustang? Military budget is given to functionality, not sentimentality.

DoD is very reluctant to buy any foreign kit, even if it is superior to the domestic equivalents (Brimstone, Meteor). However, a lot of stuff did sneak its way into the US service, from Harrier to FN MAG.
Russians did copy a lot of western stuff, often coming up with an improved product, but, when working to find a solution to a common problem, common solutions are applied, in industry and in nature - for example, shark looks very similar to a dolphin while working on a completely different principle.
Viper is a massive engine in a pretty chassis, nothing more.
