I learned a bit more about this while reading the rulemaking for rearview cameras. Many automakers were fearful that anything less than 2 seconds wouldn't be possible.

DC's traffic has nothing to do with people who live in DC. It's the VA/Md commuters

As the DCCarGeek that I am, I pulled the legal response from TESS (PTO's system).

This is a trick question. No car can be fun driving it 100 miles a day in traffic. If you commute 100 miles a day you need to stop, find a new job or move closer to work. Your quality of life and love of cars will cease to exists after years of a soul sucking commute.

Building high-rise living around metro and then adding 1-2 parking spots for each unit isn't exactly TOD in terms of minimizing congestion.
