The number I see is that somewhere in the area 10% of the population of PR speaks English. But that may include both speakers of English as a first language (people who moved to PR from the states) and natives who learned English and consider themselves fluent.

Sorry I wasn’t clear. My point was that people like this woman think that having English as an official language means you can stop people from speaking in any other languages. But that’s not the case at all. People have a right to speak whatever language the like.
