Do you have an article talking about this? The vast majority of Americans only have 1 ISP to choose from, so losing their subscriber base as you describe is fiction. You can’t switch when there is only 1 shop in town.
Build their own infrastructure? If it was cheap they would also be doing it. Fiber cost too much for even Google so they stopped. What may happen is ISPs can demand more money from high bandwidth users (netflix/hulu/etc) and of course those costs get trickled down to the consumer.
