Racism doesn’t require intention. But being a racist does. There is a difference between people who do racist things unintentionally - which is, for those of us with any degree of self-honesty, all of us from time to time - and those who do them deliberately.
Someone’s actions can be racist, even though they’re not ‘a racist’. We all have prejudices, it’s what we do about them that matters.

The problem is that they couldn’t hope to keep an international CEO on a Japanese remuneration package, and international remuneration packages are a big problem in Japan.

It’s not any sort of excuse, but it’s not unusual for poor people to get locked up without trial on stupid charges like this. They can’t pay bail, they can’t pay a proper lawyer to speed things up, so they just have to wait.
It’s bizarre how people have forgotten the meaning of ‘one bad apple’. In full, that saying is ‘one bad apple ruins the whole barrel’. And yet police departments have used the ‘it’s just a few bad apples’ line.
Honestly, cops everywhere are stupid, lazy, and racist. But you have to get the baseline right and see how they’ll treat even rich white men when they’re convinced of their guilt.
