Er, that’s exactly how it works. It’s Vettel’s fault, because he tried to carry too much speed and understeered wide into Hamilton. But it’s not the kind of fault that attracts a penalty, because it’s just a racing incident - that is, the kind of minor mistake that happens in close racing.
