I know nothing about those requirements, but google is telling me they don’t kick in until you have over $10,000 in a foreign account. Does that sound right to you?

Bose doesn’t make the worst speakers, but they’re definitely the most overpriced. Don’t buy into the Bose hype. They’re mediocre speakers.
