No. Axon (formerly TASER) doesn’t even use the words non-lethal to describe their products and instead opt for less-than lethal because TASERs can still kill.
This isn’t a video game, shooting a moving limb particularly a small target like a foot isn’t as easy as you think it is and can still be fatal. A firearm is never a non-lethal weapon, hell a TASER isn’t even considered a non-lethal weapon.

Cops are trained to shoot center mass and the fact is in a dangerous situation, a cop is more likely to miss their shot if they aim for limbs. It’s a much smaller target and stress from the situation is going to disrupt their aiming ability.
