Sadly, as they are employees of the State, the State can tell them what they can’t say at their workplace. They can be fired for exercising their 1st Amendment rights, just like anyone else can be fired.  It’s just that their employer is the State, so it negates that part.

So my boss just tried to call you, but your office said you were down in the basement muttering about Pao’s and Chang Li’s. 

We have them come out EVERY YEAR here in Texas. But the sounds they make are what makes it a Southern Summer.  Heat, Humidity, BBQ smoke, and the sounds of cicadas in the trees singing their songs.  Their little larval shells that they leave behind are weird though. 

At least in Texas, those are illegal.
