I'm on 7. It certainly isn't required, but for the system to take full advantage of the video driver it needs to be initialized on startup. It doesn't matter for a driver UPDATE; it does matter for the initial install of a driver (obviously).

I think you've missed something. America does not care about morality — in fact, no country cares. Every state is a rational actor that looks out for itself. Unilateral action is the most viable strategy. Multilateral action is only useful if it benefits the participants.
