He is admitting he is ignorant. He said explicitly that homophobia does not affect him. Therefore, he's ignorant of its effects on people.

Well being labeled a terrorist for propaganda purposes is different. A real terrorist has the goal of striking terror into their audience. The Colonials didn't do this as a policy, so they don't quite meet the definition. Qaddafi's use of the term is rather ironic, seeing as he used the state as a tool of terrorism.
