My theory saves everyone from looking like douchebags... Only her mother hid her on Jakku, and then died shortly thereafter so she couldn’t come back for her. Her mother is Luke’s wife (Mara Jade?) and that Luke had no idea what had happened to her. Maybe assumed she died with the mother?
