Sony's aim at this is being EXACTLY the same as your friend sitting beside you in the couch. So of course you wouldn't be able to use the PS4 while they're using it. I think it's more to bring coop play back in theory, than letting a secondary user just play the entire game. It's about sharing and playing the game you own with friends.
