I remember Halloween "parties" at school where they would just put on one of those tapes. Whenever there was a door/floor creaking, the immature kids would pretend it was farts. It was a weird Halloween party, honestly.

I thought that eventually the Empire had to just start hiring people. That explains their incompetency as compared to the prequels and Jango Fett himself. So, I'm pretty sure society had already changed enough in between Revenge of the Sith and A New Hope to justify this.
