To me the problem looks like a lack of clear coat. Its unprotected 300 series stainless steel. 300 series is the absolutely cheapest grade of stainless you can use. Its soft, it galls, and it gets surface rust. It’s the crap they put on appliances. They are not using precipitation hardened aircraft grade stainless

I think there are cruisers that dump oil out the back, and have blades the pop out of the hubcaps, too.
