Yes and no.  If we had a proper structure with localized fan bases, multiple divisions, and promotion and relegation - which we should, and would help to build fan bases organically, rather than top down - then a 20-team top division would make sense.  But we only have this one monolith, so I don’t think that the size…

It’s not that hard to imagine him latching on at Roma if their current run of form continues (especially if they get knocked out by his old Porto side) or somewhere else in Italy before too long.

I’m not sure I follow. They could still draw a bracket at this point for the rest of the tournament that abides by those rules, since the only restrictions are on R16. They do it in the World Cup - you just draw the 8 seeded teams from Pot A, slot them into the bracket, and then draw the 8 unseeded teams, and if…

Like everything else, this is done for money reasons.  By not drawing the entire bracket now, it lets them televise (and sell advertising for) an entire other hour or more of programming around the QF draw once the R16 has been played.  There’s very little to it other than that.
