With the way camera frame rates mess with spinning spokes, I don't think you can trust what it looks like the wheels are doing.

I don't think he is parked. If you watch closely the BMW is moving. Also no brake lights.

I'm kind of wondering if the BMW is stopped at all, and the riders/drivers are just going so fast it only looks stopped for the short time we see it. It's hard to tell but I seen no brake lights and it kind of looks like it's moving. Definitely not "stopped."
